Private rollback segments ensure that every instance in OPS gets to start up with at least one non-system rollback segment. It also gives you the option of localising rollback segments for each specific instance to a tablespace on disks with some affinity to the instance's node. (But that consideration seems to have disappeared with 9i and SMUT).
