Is the copyright "process" the same for every country world wide?
Is a single "copyright" enforceable in all countries world wide?

I suggest you ask a local lawyer these questions.

FWIW - Your question has absolutely NOTHING to do with Oracle.

Google for "patent egypt" and got as two first answers:
Egyptian Patent Office - مكتب براءات الإختراع
Egypt - Intellectual Property Resources

Considering the amount of questions asked here, I suppose we get our cut?
