MOST URGENT-----tnsping problem from client [message #303072]

we have installed the Linux startup the data base ,started the listener on LINUX AS-4 server with Oracle 9.2 . TNS ping is working on server ,but from windows client machine it is giving error'TNS protocol adapter error' why ? please suggest the solution
