I am using DataPump with NETWORKLINK and was wondering can I Import without dropping the user.

The command I am using is...

system/********@USER directory=DATA_PUMP_IL10 network_link=NETLINKIL10 FULL=n TABLE_EXISTS_ACTION=REPLACE.

I usually drop the user before but if I can skip that step and have a successful import that would be great. If not is there a better way to do this?

What are you trying to do?is it schema level import you are doing ?if so yo can't drop the user,if full yes.

I have currently three Schema's I am trying to transfer to another server on a scheduled basis as a secondary server. The secondary server would be used only if the other server is down.

Your solution is DataGuard not export/import.

From what I have read I agree getting others in my comapany onboard with RMan and DataGuard probably will never happen.

And they find their export/import process fails many times, above all if it fails during a failure of the primary database, they will change their mind.
Anyway, suggest this solution and noone can/will blame you to not having warned and recommended another solution.
