I don't know for sure, but can try: for some time now, there's a forum for moderator discussions which is not visible to other forum members. However, as "show what people are doing" link or "show all messages by username" show messages written in this "hidden" forum, I believe that this Anonymous user tried to follow a link to a subject or forum for which he/she doesn't have required permissions.
