As I don't know Oracle Apps., this might be a stupid but nevertheless: does your question refers to Oracle Apps.? It *sounds* like Forms Builder question to me. If that's so, would you like your topic to be moved to a more appropriate forum?

By setting the scrollbar property of a block you can have vertical scrollbar. To get a horizontal scrollbar position the block on a stack canvas and adjust the canvas size to get horizontal scrollbar.
