or the question is what should I put in the connection string to login as SYSDBA?

You can do it using Oracle Data Provider:

OracleConnection con = new OracleConnection();
con.ConnectionString = "User Id=SYS;" + 
    "Password=CHANGE_ON_INSTALL;DBA Privilege=SYSDBA;" + 
    "Data Source=oracle;";
con.Open();
