Can someone tell me if there was no Concurrent Access Control would the transaction throughput increase or reduce?

i'm i right in thinking it will increase cos there are no concurrent mechanism like locks to delay transactions?

I would not recommend removing transaction concurrentcy controls. It is one of the basic rules of relational theroy.
