no, and you meant TOAD right? if so , you can have only trial version free , as far as I know: It is at:

http://www.quest.com/toad_for_oracle/

but better still, I would say, also have a look at "sql developer" -a freeware from oracle..it is TOTALLY FREE and it is like 80% of toad (IMHO)
