am using windows , i need to retrieve the user domain which he uses when logging into the windows NOT the domain of the machine...

The answer is application dependent.
Your application can do so if it is properly coded to do so.
For example a client/ server application would have a different solution than a webform based application.
This question has little to do with Oracle itself.
Whatt happens if/when client is NOT a Windoze box?
