How much atomic?
If you look into details, then you will understand that every database technology (sybase,oracle,sqlserver,whatever) are different in implementation. The author mentioned by NMacdannald is specific to Oracle ( this being an OraFAQ, choice is obvious).
For generic RDBMS concepts books you may want to read books by C.J.Date / Fabian Pascal
