...oracle database 10g express edition for ms windows.

What kind of download problems do you have? Is it slow? If so, can you try ADSL / cable connection (somewhere in the neighbourhood)?

cable connection, registered user...

problem like : 1.starting download
2.server does not respond
3.pause 5 sec

and repeat from 1.....

The link you provided says "The address type is unknown or unsupported"; however, this one works fine for me. You could try with it instead; perhaps it'll be OK.
