I need to move 40 databases from HPUX 11i to Sun Solaris 9. Could I install the Oracle software on the SUN and copy the Oracle datafiles/controlfiles, etc. from the HP machine to the SUN and simply start the database?

no.
When different OS is involved, Export/import is the only way.
If you are dealing with just one or two databases and want to minimize the downtime, you can use materialized views.
But in this case, export/import ***seems*** to be only option.

If you are running 10g you could use convert feature to transport tablespaces accross platforms
