  • UTL_FILE is available in all Oracle databases, used to read files from and write files to the operating system.
  • FND_FILE is an Oracle Applications package that allows you to write to the output or log files of concurrent requests. See chapter 21 ("PL/SQL APIs for Concurrent Processing"), page 11 [p. 595 overall] in the PDF I've linked, assuming you have MetaLink access.
