Try creating the dad name as "pls/dadtest". The type is "general purpose" not "portal". Change the error handling style (advanced DAD settings) to debug. Make sure that dba.world is in the tnsnames.ora of the infrastructure tier home. I think you can also just enter host:port:sid rather than the connect string.
