I have a question how to generate html output for a query executed from pl/sql.
If my question is right, then how do we do it.

You can always print out the HTML tags with DBMS_OUTPUT.PRINT_LINE. If you don't want to, the HTP, HTF and OWA_UTIL packages might help (part of MOD_PLSQL)...
