Are you aware of any tool that migrates flex values from one instance to another? For example, if i create some flex values in Development instance, can any tool migrate these values to Production, so that I need not repeat this in Production?

Kintana (formerly Chain Link) has a product that allows the migration of value sets from one instance to another.
