Download from http://otn.oracle.com

Docs: Pro*C/C++ Programmer's Guide, Pro*C/C++ Getting Started for Microsoft Windows
Examples: in ORACLE_HOME/precomp/demo/proc

demo directory contains makefiles.
docs give you how to use Pro*C.

Regards
Michel
