Which of the following, if any, is the best
for use with Oracle as the database, to development secure Internet and Intranet applications?
-PHP, ASP, PSP, JSP?

PSP is definitely the most integrated and easiest to use with Oracle. JSP would be second.

As far as easiest to use, I would say PHP and then ASP - although getting ASP to work with an Oracle backend can be difficult.
