When connecting thro' sqlplus connection is established.

when connecting thro' exe getting an error message:

ORA-06413 CONNECTION NOT OPEN

DRIVERS SQL SETCONNECT ATTR FAILED

make sure your an reserved character is not in your hostname.

Please give me a solution for the following error:
ERROR: ORA-06413: Connection not open , when we are trying to connect to database server from client machine.
