This is documented in the Oracle Reference Guide:

"control file sequential read

Reading from the control file. This happens in many cases. For example, while:

Making a backup of the controlfiles
Sharing information (between instances) from the controlfile
Reading other blocks from the controlfiles
Reading the header block"

Hi,

I'm sure it is possible, but quite unlikely. Do a
select from "v$system_event" to get the "total waits"
and "wait time" for this event on your instance. You
can also check if any particular user is waiting on
this event by querying "v$session_event".
