my temporary tablespace of database gets filled often

i am creating new partion in my os so that
a new datafile can be assigned while creating new
temporary tablespace.

i tried to use the same datafile by reuse command

my database signelled u cannot reuse a file
which is already a part of database.

what i nedd to do before reuse my temporaray
tablespace?
