I ran this function to check what oracle chooses for sample size and I get zero. What is wrong here? I checked the dba_tables prior to running this and sample_size column had proper values.

am not sure what you re trying to do, but sample_size is choosen by Oracle for each table, depending on the number of rows/size etc.
