Now as a data architect I would have added a new ID if one was really, really needed but left the old one alone. Maybe I'm just odd.

Quite. Isn't it un-bloody-believable? My guess is that they gave the development work to some straight-out-of-college RAD practitioner who thinks that anything resembling formal methods is 20th century obstructionism. User acceptance testing? No way! Just deploy it and see what people say.
