Hi have installed database 19c on oracle linux server 8. After doing all necessary step i am able to connect to putty via database but unable to connect to database via using toad. anyone who can guide.

Can you debug that which you cannot see?

And "unable to connect to database" is not found in any error reference that I know. Oracle emits error messages for a reason.
