oracle with asp.net error in vps [message #665710]

I have windows 2008 server r2 (VBS) and Oracle database 11g (Virtual personal Server)
I have an aspx (asp.net) page connected with db 11G
When I run the page it shows me the message
/forum/fa/13640/0/

are ther any settings for this error

Note: This page works in my pc (dont work in server vps)
Note: Oracle 11g connected with the developer

You need to tell your ASP.NET client the address of the database listener, and the database listener needs to be running.
