It's there on the Oracle website. This is early, it was supposed to be available for on-premises from 15 March.
Only Linux and Solaris so far.

Just received this from Oracle: "We are pleased to announce the release of Oracle Database 12.2. Thank you for your participation in the beta program. The beta program is now officially closed."
