If you want to generate the result of the formula that's easy enough.
If you want to have reports generate an xls that actually contains the formula - I very much doubt you can

Formatting is somehow difficult to get but column placing can be done by using CHR(9) & CHR(10) by using UTL_FILE package.
Study on UTL_Package and use it in procedure of the report or in the database procedure(More preferred).
