we are in the process of centralizing our database , and in this regard i have a query in case if i dont want to publish my application on web and instead want to give access to our database to our brance offices in same geographical location using WAN , what kind of connectivity should i go for , will lease line help in this regards,i dont want to give the access via VPN connection. kindly advice.

Which problem are you actually trying to solve?
You can connect via any kind of network as soon as it supports TCP/IP.

thanks Michael , actually i wanted to know how to connect it from remote office, how can i do this network setup.

Ask you network admin; when you will able to "ping" the database server (assuming this is allowed by your enterprise security policy), come back here for the Oracle specific question.
