I have one basic question about RAC:-
Under what kind of scenarios do we need to add a node in RAC environment?

add another node when the existing nodes near CPU saturation.

Why did you need RAC at all? Was the reason, for example, scalability? Or reliability? Or performance?
You don't use RAC because you can, you use it because you have a precise problem, and you have proven that RAC will fix it. That will drive the need for another node.
