My production database version: 11.2.0.1.0 and
OS version is :Microsoft Windows Server 2003
Standard Edition
Service Pack 2

can you please tell me,what is the ideal value of following to my database,

Redo latch statistics
statistics per seconds
Library Cache Latch Statistics (Per-Second)
Total Latch Misses (Per-Second)
Total Latch Sleeps (Per-Second)
Total Latch Sleeps (Per-Second)
Total Latch Gets (Per-Second)
Wait Statistics (Per-Second)
Library Cache Latch Hit Ratio
Default Buffer Pool Busy Waits (Per-Second)
Total Waits/Gets From All Undo Segments Per-Second
Dispatcher Process Queue Response Time (All Networks)
Dispatcher Busy Rate (All Networks)

then please tell me whether we have to monitor them? or not?
If yes then please tell what exactly we have to monitor.

You need to monitor things that are important to your users: response tome for queries; how long do the batch jobs take; and so on. Wall clock time for user operations, man. Nothing else matters.
