Details of my site is as below:
database version: 11.2.0.1.0
OS version:
Microsoft Windows Server 2003
Standard Edition
Service Pack 2

the day before yesterday when my database bounce i m facing with the following error.

ksuapc : ORA-1033 foreground process starts before PMON

please suggest, its very urgent.

Its a Bug 8991997 - ORA-1033 foreground process starts before PMON when restarting instance [ID 8991997.8]

1/ NOTHING is urgent is forum but to read OraFAQ Forum Guide.
2/ The FIRST thing to do is to have a look at alert.log
3/

ORA-01033: ORACLE initialization or shutdown in progress
 *Cause: An attempt was made to log on while Oracle is being started up
         or shutdown.
 *Action: Wait a few minutes. Then retry the operation.
