How can I use SYSDATE in the 'Process Success Message' of a plsql block ?
I want a message like: Procedure executed at 25.10.2011 00:24:25

What you can do is assign a to_char of sysdate with your chosen format to a page item, e.g. P10_PROCESS_DATE. Then in your success message you can use: Procedure executed at &P10_PROCESS_DATE.
