What would be the use of PL/SQL if you have to develop a pure Java program?
In you have to develop a Java database program on Oracle then you most likely have to know PL/SQL anyway.
So the answer depends on what you will have to do.

I can choose language 100% myself. My boss doesn't care.
I don't know PL/SQL nor Java. Which is simpler to learn. I know only little Shell Scripting and SQL. I guess PL/SQL is much simpler because not object oriented?

If you already know some sql then PL/SQL will probably be easier than java.

Maybe it is simpler to learn PL/SQL than Java because it is somewhat procedural although it contains some object related features but it is much harder to master PL/SQL than Java.

yes , the plsql language is simpler than the java in java there so advancement is coming out and in plsql there is large scope of commercial application development .
