Hello,
I built menu in the "move order form" to run the request "Move Order Pick Slip", but it gave me error "This function is not availabe for this responsilibity".

Why this error appear.

Try Compile Security program, if everything is setup correctly (Function is added to a menu / sub menu in turn, which is attached to the responsibility).
