Hi

In my awr reports I have CPU time(in seconds) as one of top 5 timed events.Does that mean oracle is waiting for my cpu to execute the statements.But my cpu usage is 0-10% always

No this mean Oracle is using CPU during this time.

then this doesnt mean the query is actually waiting for the CPU to complete execution...Am I right?

Any & every TOP 5 list will always contain 5 items.
This list will contain 0 - 5 items that require attention.
Just because an item appears on this list, it does not signify that a problem exists or it needs to be "fixed".
