ORA- 04022 Error [message #469774]

I get the Error like this frequently

ERROR at line 1:
ORA-20001: ORA-04022: nowait requested, but had to wait to lock dictionary
object
ORA-06512: at "MDWDBA.MDW_PKG", line 917
ORA-04022: nowait requested, but had to wait to lock dictionary object
ORA-06512: at line 1

Please can anybody explain me why this occurs? and how to Resolve it? Thank you

ORA-04022: nowait requested, but had to wait to lock dictionary object
 *Cause:  Had to wait to lock a library object during a nowait request.
 *Action: Retry the operation later.

What is your statement at line 917?
