According to Certification matrices found at My Oracle Support, Oracle 11g R2 is not (yet) certified with any MS Windows 64-bit operating system, which includes Windows 7. Current status is planned.

However, it doesn't mean that you can't try. I wouldn't do that in production, but for testing - why not?
