Can not connect to the designer & Developer [message #426664]

I install Ora10g & Dev Suite10 on my computer.
I can Conn to Database whit Sql plus and PLSql Developer But I can't conn to database by Designer or Devloper.
PLEASE HELP ME To RESOLVE MY PROBLEM.

I suspect that solution has something to do with your TNSNAMES.ORA file(s). Please, search the board for TNS_ADMIN environment variable and the way it is used.

ERROR Code :
ORA-12154: TNS:could not resolve service name
RME-00220: Failed to connect to Repository

I changed Designer's TNS path in registry (as same as oracle Tns path).
I really confused about of this: SQL Pluse & Net manager & Net Configuration Assistant & Oracle EM connect to my data base but Form builder and Designer don't connect. (I didn't had same problem with dev&des 6i)

please help me
