We using RAC . Instance 1 and instance 2 are up . When shutting down instance 1 ( i.e. Instance 1 Faild, the Failover dose not complete giving ORA 03113 message). Will you Please Advise .

Could you please rephrase?
Are you saying that Failover is Not happening?

Post your sqlnet.ora, tnsnames.ora and listener.ora.

alertSID.log file shows failure & identifies trace file with additional clues.

Fix what is broken.
