Hi guys!

What roles does my user need, if the user should be able to
log in to the Oracle Enterprise Manager,
create users
create roles
edit and delete users and roles he created
grant object privilegs to roles and users

To connect to OEM: SELECT_CATALOG_ROLE or SELECT ANY DICTIONARY.
For the rest, just read SQL Reference, each statement page give the prerequisites.
