Hi, I just installed Oracle 11g on win XP sp2.
Things appear working, except for SQL Developer which runs fine only when logging in to XP as administrator.
If I log in as a normal user, then SQL Developer hangs forever just after started up, eating 50% of CPU. Task manager required to stop it.
Any help is appreciated.

Reading this OTN Forums topic, it appears that it was you who asked the same question on both forums (almost an exact copy-paste). Now, as the third message suggests that the problem was solved, what is the purpose of this question?

It was a matter of timing. I posted this question here first, then I kept on searching the web for further info.
Finally I found the other forum - no info there - so I reposted the same there (I guess these forums are unrelated - thus it makes sense to cross-post).
And finally I found the solution, posted there, and I was about to do the same here when I got your reply.

Still wondering why nobody else found this problem though - since it's generated from a standard Oracle installation on XP.

It is described on OTN; did you not follow the link (I posted in my previous message on Jan 29 2009)?

My guess: SQL Developer doesn't have an installer and doesn't require an Admin to put on a machine. So most users extract/load it up themselves, hence never running into this problem.

Sites that do manage software generally test deployments, record requirements for it to work, and create a package to deploy that's known to work.
