How can i connect with oracle datbase 10g (Rel-2) with APEX 3.1.2

Dear experts,

To open oracle Application express i was typing the following url:

http://ecds-2:8080/apex -- this url was working. but
after upgrading APEX 2.1 to APEX 3.1.2
the above url not working.
but i can do this job by typing :

http://127.0.0.1:8080/apex --its working.

but to access from remote computer this url "http://127.0.0.1:8080/apex" not workful.
i disabled service of IIS so that "http://ecds-2:8080/apex"
this url works properly but still not working. can you help me how can i resolve this?
