G' day all!

I'm getting these intermittent errors:

FRM-40733: PL/SQL built-in DBMS_ERROR_CODE failed.
ORA-24324: Service handle not initialized

I cannot seem to pinpoint the action that precipitates these random crashes (like after a backup, for example). I've searched in various forums for these error messages, but I cannot find anything concrete regarding "the fix"

Would anyone have any idea what these errors mean?

ORA-24324: service handle not initialized
 *Cause:  An attempt was made to use an improper service context handle.
 *Action: Verify that the service context handle has all the parameters
          initialized prior to this call.
