I have to migrate our Version 9 Oracle Databases to version 10g and we would like to know if:

1) I can recompile current version's forms, which are written using Developer version 6 - No GUI interface, with the new Developer Can I expect those forms to be browser compliant or should I rewrite them from scratch?

2) it is strictly necessary to acquire a knowledge of PHP language to develop forms in the new environment?

I'm not sure I understood you correctly, so: are you

migrating only the database (from 9i to 10g), and the application will still be used as you did it before (written in Developer Suite 6i, client-server?)? If so, I *believe* that most parts of the application will work fine (due to backward compatibility).
If, on the other hand, you'd want to run your 6i forms via web, check Oracle Forms Server Release 6i: Deploying Forms Applications to the Web with iAS.
migrating both the database (from 9i to 10g) and application from 6i to 10g? If so, there's documentation which covers forms migration from a lower version to a higher one (Migrating Forms Applications from Forms 6i). After it is done, check Oracle Forms technical information, Oracle Forms 10g – Forms Deployment Guide
