Yes. It's called Google. Through that you'd find you can export as csv.

By the way, if you were to send out a snailmail-message to someone, would you write the message on the envelope or on a sheet of paper you would put inside the envelope?

There is tool SQL*Loader, installed while installing Oracle software. You can also read about EXTERNAL TABLE feature in oracle
