Yes, we all understand what you mean by the question. Tahpush means what do you think the difference between the two are. i.e. have a think about the two words, maybe even look up the definition of those words and try to formulate an answer. Come back with your thoughts and some of the nice people here may be able to give you some further pointers.

production...is meant for day to day OLTP...and i really have no idea about development

Production does not necessarily mean day to day OLTP, but it's a fairly close approximation and I'm sure that you have got the general idea.
Think about the word Development. Do a google search on the term. Do a search on the term develop.
