Don't forget graphical query tools where the user can point and click their way through a picture of the schema and generate ad-hoc SQL queries from the point'n'clicking. Or report tools like Crystal Reports. Or end user tools like Excel with an ODBC connection. Or merges into Word documents. And users who want to use a character based interface directly to tables. And of course, the "power user" who wants the direct SQL access. The number and variety of ways users expect to pull data from databases is immense - far more than what is known up front at design time.
