I have approximately zero clue what you are trying to do. Tags and blogs are not, in my mind, inextricably intertwined - yet your question seems to presuppose that they are.

If you're looking for software - or database designs - for storing blogs, then go to your favourite half-dozen blogs and see what those sites are using, and then track down the software. See www.groklaw.com for an example. I'm still not sure what the tags would be in this context.
