Perhaps the following is too picky, but it's "my truth".

Spight's law, "you really need a DBMS" is a stronger statement than "any sophisticated program is managing data.". I think it's a bit too strong.

I prefer the following, which I attribute to Don Alfredo: "Even if you encapsulate the data, you are still going to have to manage it."

There's more than one way to manage data. One way is to put it in a database. Then you have to manage the database. In order to manage the database with a reasonable amount of effort, what you really need is a "database management system".
A "database management system" is better known as a DBMS.
